Why the poor fishing in Idaho

I was recently in Idaho, and tried to fly fishing in different areas – large and small rivers. I was surprised at how the fishing was poor. All I took were some small (1-3 "), trout and some small brookie in the park. While fishing for salmon in the Stanley River, a local told me there was no chance of catching anything, but small trout, because that's all there. Does anyone know why fishing is so poor?

I go fly fishing for the first time and the need to buy a rod, reel and waders. What is good and where can I buy?

I heard Sage makes a good rod and I get a 9 foot 5 weight 4 piece. But I will not break the bank.
