Winter Steelhead Fly Fishing?

What is a good fly to use in Western States. I'm in Idaho, but also going to Oregon.

There are literally dozens of appropriate models. It is best to stock up on some letters of credit, then check what they are using locally. Face area stores and other fishermen will be happy to share that information. There are also some old patterns and the guys who are very successful, but rarely more.
